Schrecklichkeit: German: using terror against civilians

I, the great general of the German troops, send this letter to the Herero People. Hereros are no longer German subjects. They have murdered, stolen, they have cut off the noses, ears, and other bodily parts of wounded soldiers and now, because of cowardice, they will fight no more. I say to the people: anyone who delivers one of the Herero captains to my station as a prisoner will receive 1000 marks. He who brings in Samuel Maharero will receive 5000 marks. All the Hereros must leave the land. If the people do not do this, then I will force them to do it with the great guns. Any Herero found within the German borders with or without a gun, with or without cattle, will be shot. I shall no longer receive any women or children; I will drive them back to their people or I will shoot them. This is my decision for the Herero people.

This order is to be read to the troops at quarters with the additional statement that even if a trooper captures a captain of the Hereros he will receive the reward, and the shooting of women and children is to be understood to mean that one can shoot over them to force them to run faster. I definitely mean that this order will be carried out and that no male prisoners will be taken, but it should not degenerate into killing women and children. This will be accomplished if one shoots over their heads a couple of times. The soldiers will remain conscious of the good reputation of German soldiers.
